The commission required a consistent route from the available project information to a controlled commercial position. The work was structured around the relevant decision points, reporting dates and interfaces rather than applying a generic project checklist.

The control plan translated those priorities into defined records, owners and review dates. The team could then separate confirmed movement from untested exposure and focus discussion on the matters capable of changing cost, entitlement or programme.
Approach
The commission was structured around the available information, contract, programme and decision timetable. Assumptions were recorded, commercial movements reconciled and the team given a clear account of exposure, responsibility and next actions.
Working records separated confirmed information from allowances, emerging change and items requiring a decision. This allowed later updates to be reconciled to the same baseline and kept the reporting focused on material movement.
What the experience demonstrates
This example shows how cost assurance, valuations, programme reporting can be coordinated around the needs of a public sector & frameworks project. The transferable value is the method: define the baseline, identify interfaces, connect the evidence and maintain a decision record through each reporting cycle.
At each review point, the current position was compared with the previous record and material movement was explained. Outstanding information, approvals and commercial actions remained visible with an owner and target date. This supported an orderly handover between project stages and reduced the risk of known assumptions being treated later as new information.
